Rock was a great promo guy but most of his stuff was scripted out for him and he would go over promos a lot before taping them. Not that this should take away from how good he was as he did come up with his base 3 or 4 catchphrases and obviously he had the intensity and charisma to pull off anything they put in front of him. The business being scripted isn't always the reason that promos suck nowadays. Young guys need to realise that just because they work from a sheet doesn't mean they shouldn't be peppering it with their own stuff and trying to find their own character. Thats what Rocky did and the rest is history.

On one of his DVD's The Rock says this is false, he always did his promos live, and that he didn't work from a script, likening his promos to improv. He developed his promos on his own as that's what his character "was feeling" at the time.
Will we ever have another Rock, promo-wise? Not in the near future. But the WWE seems to be doing really well despite it, so I don't seem them pushing that responsibility on their performers.
Its likely that was kayfabed, being a WWE production. I've heard interviews with a lot of guys who said he had stuff scripted for him and he can plainly be seen going over his promo with someone in the Beyond the Mat movie. I have no doubt however that as his career progressed he improvised less and less but in the late nineties anyway he was much younger and greener than his push and charisma let on and a lot of his stuff just sounded like it was canned. Not saying its a bad thing of course as the man had every crowd in the palm of his hand and that was down to his mic work.
The man's a promo genius. The hilarity of him calling his own stablemate by the wrong name, "Rocky Ramirez- err, Romero" was just greatness. The whole monotonous thing is clearly an act, as are the bad facial expressions, can't you see? When he delivers the line, "You will realise...only the Strong survive", you can't help but think ouch towards his opponents.

Well as said eariler...if WWE wasn't so scripted I believe Cena could easily be great promo wise. And I agree with those who have said MVP. I don't know why but I see alot of The Rock in MVP for some reason. But as was said he needs a little more arrogrance back into his character.

Sort of like asking if there'll ever be another Solie, commentary wise...
His best promos for me were when he was a heel, just watch the segment where he throws Austin & belt off of a bridge, the way he says "white trash" & "monkey piss", etc. are hilarious.
I think Jeff Hardys great on the mic, these days atleat.
