...an overall increase in the population does not translate into a congruent increase in the driving populace. That 2.5m increase obviously includes newborn babies, etc, who wouldn't be driving.
Right. But babies born in 1991 would be turning 16 now, which is the typical driving age. Since for the past 20 years there's been approx. 2.5 million more people born than those who died, that would mean there's potentially an increase of up to 2.5 million more people on the road, right?

Goodness knows, President-elect Obama has his legislative hands full. Maybe that explains why he has taken the idea of increasing gasoline taxes off the table, saying that Americans had enough economic burdens at the moment. Nominees like Steven Chu, the Nobel Prize winning physicist who will become Energy Secretary, dutifully echoed Obama's view even though in Chu's case he has long supported higher fuel taxes.
