I saw on MSNBC that alot of places already do the needle exchange.

We already have a lot of that over here. We have injecting rooms to stop people from shooting up on the streets and to provide them with safe needles, which is proving quite effective.
We also have the methadone program over here, which really hasn't proved that effective, as all it does is make heroin addicts dependant on methadone instead of heroin, which really isn't that much better. And I would know considering my uncle is on the Methadone and has over dosed on more than one occasion.
