I'm not sure if it's a good idea to let people buy the option to bypass the floodgate. I think it just lets people really spam. Is it that hard to wait 30 seconds to post again?

I don't think it is. The only time I can imagine it being needed to post again that quickly is during the Live Raw thread since things happen so quickly in it.
