It sucks. Why is this allowed?

You can't just be on an empty street and walk up to someone and start cupping their privates. Yet on a subway it's legal and socially encouraged.

Yes. I got on a late night train out of the City and this gal was sitting there all drunk to the heavens and asleep. Anyway I sat there and made small talk with the elderly couple opposite who'd been to see a show, when all of a sudden the drunken chick starts resting her head on my shoulder and snuggling up to me.

I made attempts to knock her away but she kept coming back until eventually her hand started wandering up and down my inside thigh. And by inside thigh what I actually mean is my dick. The couple opposite thought it was very amusing. Me......if no one else had been in the carriage I think I'd have let her go for it!!
