The 22nd amendment to the US Constitution limited Presidents to just 2 terms in office, and Clintion served his 2 terms already. He can't run again unless Congress passes another amendment replealing the 22nd amendment. Here is the full clause of it:
Amendment XXII to the U.S. Constitution
Passed by Congress March 21, 1947. Ratified February 27, 1951.

Section 1

No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

Section 2

This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

10 years of two terms.

Two terms if more the limiting factor than 10 years, as that'd only happen if someone were the Vice President and then the President died. (The normal presidency term is 4 years, as I'm sure you know.)

It became a constitutional amendment with Franklin Roosevelt, however it was considered common courtesy to "avoid tyranny" to run no more than twice, which started with George Washington. Oddly enough Washington actually was forced to run for a 3rd time because some delegate in Virginia added him to the ballot.

Fuck, I probably just confused you even more so than before.

Who cares about tyranny IMO, FDR was elected to a 4th term and might have been re-elected AGAIN if he wasn't killed a few months into his 4th term since he was so popular.
