But couldnt one argue that a 6 and a 9 are one in the same, therefore the answer MUST be 40?

The way I see it, if there is an option then that is where the Must comes in.
must is a need. He doesn't need to call the 6's 9's and say he bought 40 9's. If it was how many would he buy then he could say none or 40. If it said how many 9's are needed then he would have to say 40 because when on the house they have to be 9's. Buying them he can call them 6's. Say if the 9's cost more lol.

The more I think about it the stranger it gets lol.
