Well personally mine says "Note: The maximum size of your custom image is 170 by 250 pixels or 1.91 MB (whichever is smaller)." But I'm Platinum. Go to your User CP and it should say something very similar underneath the upload form and the "browse" button.

Regular users should at least be able to get 170. Just because that files up most of the negative space on the mini profile.
