Bellamy's future at Upton Park has been the subject of intense speculation over the last few days after West Ham rejected bids from City and Tottenham for the Welsh striker.
The former Liverpool and Newcastle star had asked the club to allow him to talk to City and Spurs after turning down the offer of a new deal at Upton Park.
Hammers boss Gianfranco Zola omitted Bellamy from his 18-man squad for Sunday's 3-1 victory over Fulham at Upton Park, increasing speculation that the Welshman is set to leave the East London outfit.
Tottenham boss Harry Redknapp conceded after Sunday's draw with Portsmouth that he feared he might lose out to City for Bellamy and Spurs are believed to have made a new bid for 28-year-old.
It now appears City have agreed a fee with West Ham for Bellamy as Mark Hughes looks to be reunited with a player he worked with during his time in charge of Blackburn and Wales.
Bellamy is expected to travel to Manchester to hold talks and undergo a medical as City look to tie up a deal for the forward.

He is a cracking player, pace, goals and passion on the park...may be a bit hard to handle off it but him and Mark Hughes done well with him at Wales so I'm sure not too much hassle.
Tommy lets face it if not many people are as good as Kaka or else they wouldnt be paying 100 odd million for him

A lot are better than Bellamy though.
The signing just shows they're not serious.

Not every signing we are going too make is going to be a big superstar, I remember when Utd tried buying Ronoaldinho and they ended up getting Kleberson and Djembe-Djemba instead.

Bellamy though? Really isn't that good.
I could understand players like Santa Cruz. Not saying every buy should be a world beater, I just don't really rate Craig Bellamy. He will just be another player you'll have to get rid of soon when you start signing the good players.

Manchester City are one step closer to signing Hamburg's Nigel de Jong after agreeing a fee for his services.

The Bundesliga outfit have reached an agreement with the Eastlands club for the 24-year-old former Ajax ace's signature.
Earlier on Monday, City boss Mark Hughes confirmed his desire the sign the highly-rated defensive midfielder and now he is free to hold talks with the Holland international.
Fee agreed
Hamburg spokesman Joern Wolf said: "The two clubs have reached agreement. Now de Jong has to agree with Manchester City."
City are currently looking to bring Brazilian playmaker Kaka to the City of Manchester Stadium, but Hughes clearly has one eye on giving greater protection to his defence in the shape of de Jong.
De Jong has spent two seasons with Hamburg after joining from Ajax in January 2006.
If City land the 24-year-old it would be their second raid on the club this term following the acquisition of Vincent Kompany in the summer.

He's good from what I've seen.
