Southampton full-back Gareth Bale will have a medical at Tottenham on Wednesday after the two clubs agreed a fee, reports BBC Radio Wales.
Saints boss George Burley earlier denied reports a fee had been agreed between the two clubs.
But sources close to the 17-year-old expect him to sign within days.
Spurs had a bid of about £10m accepted by Saints in January, but Welsh international Bale rejected the chance to move to White Hart Lane.
The teenage left-back has only one year left on his contract and was also linked with moves to Arsenal and Manchester United.
But following Southampton's failure to gain promotion this season the prospect of first-team football in the Premiership at Tottenham looks to have been enough to change his mind.
Bale made his debut as a 16-year-old last year for Saints - becoming the second youngest to ever play for the club - and this season he has become a regular for Southampton and Wales.
He became the youngest Welsh international when he played against Trinidad & Tobago in May last year - setting up a late winner.

A very good move for Bales in my opinion. He'll be getting regular first team Premiership games for Spurs, which is something he may not have got at Manchester United or Arsenal.
I've seen Bale play numerous times for Wales, and he is a great prospect. And as Tyler highlighted, has a smashing free kick in his locker. With Collins and Gabbidon already playing in the Prem, Wales will have 3/5ths of it's backline playing in the top division. Smashing news for our little country.
Take out his free kicks and his left foot and he's got very little. 10m is way overpriced. 6m is the most id have paid and that would have taken some persuding.

I dont want him! Spurs can waste their money on him. I dont think i've ever wanted him. Armand Traore is younger, fitter, more athletic, better defender, better attacker, starting to notice a trend? And thats without even mentioning Clichy.

Southampton and Spurs have reached agreement on a potential £10m transfer fee for Welsh defender Gareth Bale.
Spurs will make an immediate payment of £5 million, with further additional payments that could see Bale's transfer cost the London club £10m.
The 17-year-old Wales full-back completed his medical on Thursday and is understood to have arranged a four-year deal with Spurs.
Bale had only one year left on his Southampton contract.
The youngster had also been linked with moves to Arsenal and Manchester United.

West Ham and Wales centre-back James Collins says his international team-mate will shine in the Premiership.
"It's a fantastic move and Gareth's a fantastic player, I hope it all goes well for him," said Collins, who joined the Hammers from Cardiff two seasons ago.
"It's a massive leap from Championship to Premiership, but he came in at international level and did so well.
"He's so young and has plenty of time, he'll be a star in the Premiership."
