This thread is very straight forward, if there is a fact you want to know, something you don't understand about a sport or just any sport related question, then just ask.

For example, what is the point in a scrum in both Rugby codes?

I beleive that the arc is to make sure that players are back far enough when a penalty is being taken, they are allowed no closer than behind that.

Yeah, It's to make sure people are a set distance from the penalty spot. If you imagine the penalty spot as the centre of a circle, the arc is a part of the outer edge. Either side of that arc, the players are beyond the minimum distance, and so they can just stand upon the line.
