You could do a variation of Daffney's gimmick with him. He hears voices in his head, they tell him what to do and when to make him an uncontrollable monstor. He could be an effective heel especially if you feud him with someone who is trying to help him get better.

Paul Heyman? Much like with Lesnar, he isnt in it for Lesnar, he's in it for himself and see's Festus as a way to get back to the top by exploiting his condition.

Again it depends on where you want him on the card. If you want to push him as a serious wrestler then Hankinson would be fine but if you want him to be anything else, a gimmicky name would be better.
