On a seperate Note. Who else was iritated last years rumble had the shortest ramp on earth. The shortast walkway to the ring, on the even where there are like 28 drematic run ins. It almost killed it for me. It be better if it had the mania 24 length ramp for the rumble, just for drematic effect.

As Tom said, the Rumble took place at MSG. They always have the short setup for their PPV's at MSG (Check out Survivor Series 02, Royal Rumble 00 and Summerslam 98 for other examples).
As for faces winning, well that's only because of Vince wanting to end WM with what the fans want to see (The face going over). Once the Rumble became a number 1 contender match, it became obvious that it was needed to have a face win.
There has been a fair amount of heels winning the Rumble though:
1992 - Ric Flair (Easily, the biggest Rumble to win)
1993 - Yokozuna (First number 1 contender's match)
1995 - Shawn Michaels
1997 - Steve Austin (He was still technically a heel)
1999 - Vince McMahon
2005 - Batista (Although by now he was a tweener)
