Why is John Morrison still on ECW?

The new ECW serves a simple purpose. It is a place for young wrestlers on the rise to get themselves over and make themselves credible by winning a World Championship before they move (back) to one of the other brands. The veterans and established wrestlers are there to put over new talent.

John Morrison, then called Johnny Nitro, moved over from Raw back in 2007 during the draft. He was doing nothing of note on Raw since a good IC title feud with Jeff Hardy. His progress had halted in its tracks and he wasn't even getting on TV most of the time. He was moved over to ECW in the supplemental draft, and due to the Benoit tragedy won the ECW title. That was over a year ago. He lost the title to Punk eventually, but not before defeating him three times on PPV. In fact, he only lost the belt (at that time at least) due to his suspension due to the signature pharmacy thing.

So so long after winning the title, why is Morrison still on ECW? As far as John Morrison is concerned, ECW has served its purpose. He would already be credible to challenge for the WWE title on Smackdown, or at least close to credible enough. He has improved a lot in every capacity, especially on the mic. He has everything required to be a key part of one of the two main brands, yet he is still held back on ECW tagging with The Miz? Don't get me wrong, the Dirt Sheet is funny, but I don't see why Morrison is still around on what is effectively a developmental show which has nothing else for him.
