Definitely need to get rid of texting while driving, although unless a cop can actually see your cell phone screen, it would be hard to nail someone on that. They could simply be entering in info into their address book. As for cell phone use, at least making it so that your phone be 100% handsfree, but even then, there are alot of people that can't talk and walk, let alone those who can carry on a phone call and drive at the same time. I personally wouldn't have any problem with a ban on cell phone ussage in the car. My wife scares the shit out of me all the time when she takes a call in the car.
