I would assume the other British countries would be classed as foreign for this purpose.

I support this idea theoretically, the amount of foreign playes in this country is a joke so something needs to be done to support the development of young British players.

There's a lot of side issues to be worked out though. The way other countries seem to routinely give out passports to other nationals is an area of concern as they could attempt to work around the system that way
