I have to disagree about 2000. For me when Shawn Michaels left he stepped up his game (no pun intended) & produced quality he hasent been able to reproduce. 1999 signaled the start of his slip, 2000 continued it. When he got injured for the first time (2001 i think), that was the end of him being a great wrestler. He came back massive but at the expense of his speed & mobility in the ring. At times it was like he was neck deep in glue.

His mic work etc have continued to improve but the question was about his wrestling ability. For me, it was around 1999 when he started bulking up that he began to lose some of the ability.
