As Shark Boy he was a jobber & nothing more. Giving him a new gimmick would have done nothing for him. Giving him a completely different persona like Shark Boy 24:7 has worked for him. If it was on a main eventer i'd worry but its a lower mid-carder who is very popular. Basically its just for a bit of fun with him.
Rock 'n' Rave arent supposed to be funny, they are supposed to be annoying. Which going by what you said, seems to be working also.

I would have rathered Joe got the title sooner but if you think about it, giving him the title when he was unbeaten would have killed him when he lost it. Now when it comes to him losing the title (Assuming he wins it) he wont lose any momentium unless he is crushed.
You commented on his gimmick, do you expect people to have the same gimmick for their entire career? Very few people can get by with only one gimmick. Even the most well know wrestler of all time got a gimmick change (Hogan).
