Regardless of form, the first thing that generally indicates a civilized culture is the emergence of some sort of governing system. Even hunter/gatherer primitive humans from over 6 million years ago had a governing system, most of which were democratic. It may be something primitive, such as the eldest members rule, a particular family might rule by patriarchy, or it might be a complex democratic government we see in most countries today.

I agree with SS, we are always going to govern ourselves somehow. If the American government ceased to exist, I imagine people would simply organize themselves some other way. This pattern usually goes from smaller to larger. So, maybe from a family clan to a town unit, and over a long period of time, would build back up to something larger, granting globalization is still dominant. It is human nature to rule and be ruled.
