I agree that there should be a floor as well. In fact, I think that with the revenue sharing that takes place today, it's ridiculous that there's no floor. So, perpetually terrible teams like the Pirates get like $20 million a year from the Yankees, and then the owner pockets it instead of paying players.

I think perhaps you could make the floor tied to the revenues of the team. For instance, at a floor of 50%, the minimum total salary would be half of the previous year's ticket sales, parking, concessions, merchandise, tv and radio revenue, and stadium advertising.

That would then leave 50% or so for other expenses (stadium maintenance, paying the coaching staff and excutives, other miscellaneous expenses), and profit for the owners.

Plus, the teams would have to be audited yearly by an independent accounting firm, to determine what their salary floor will be for the next year.

And, if a team falls under the floor, each player on the roster gets a proportional increase in salary, in order to bring the total payroll up above the floor
