Mentioning Al Snow reminded me of that urban legend (not sure if it's 100% true) that Heyman asked Vince for some talent for his roster.

Vince was hesitant to loan his roster members, so Paul told him that whoever he gave him, he would raise their profile to the extent that they would be an ECW main eventer and be returned to WWF at the end of the loan as a bona fide character for him to use.

So Vince let him have Leif Cassidy(!) and Heyman (with Snow) created a terrific little mid card character out of a guy that was so dead in WWF they could do nothing for him.
