I generally agree with Freak's breakdown, but I would move Bailey up one level, to the "Almost Certainly Yes" level

In an era of high-powered passing games, and rules designed to increase offense, especially through the passing game, Bailey has been a shutdown corner to a level that is unmatched in the league right now.

I remember watching a Broncos game last season and only hearing Bailey's name called like once or twice, and I thought to myself "Holy shit...teams REALLY make a concerted effort to avoid throwing to Champ's side of the field"

Another thing to remember is that the NFL HOF is very picky about letting people in. The percentage of players that get in are very slim, probably the slimmest of any of the major sports. So, anybody that you're on the fence about probably won't get in.
