Hmmm...I dont remember why. I really don't understand why I would rank Cowher so low (albeit it was 4 years ago...) He must have done something really stupid around that time, adversely affecting my opinion. Maybe the Steelers had a really shitty year that year? Weren't they like 5-11 or something in 2003?
