You can't lock down an entire campus or community every time a person gets shot. Could you imagine if they tried to shut down New York every time a dead body turned up? |
You don't lock down a whole community but one area where there are lots of people like a college campus you lock down after there is a murder and the police still have nobody arrested, that's just common sense.
