I'm not so much thinking it is actual candaians that would be spying on us, but someone who would be going through Canada to do so. But putting the radio in coins is ingenous considering that it is undetectable and that the US officials who have this info and go over to Canada for relations talks or what-have-you, would have some form of canadian currency on them at all times.
But what's to say that we don't have similar things going on in other countries as well. It's ok to blame someone else to take attention away from what you do as long as we don't get caught... that's what I am getting out of all of this.
