That's like asking why doesn't English Premiership soccer merge with MLS.

I'm obviously far more partial to the NFL, but the CFL has many redeeming qualities. The on-field product is actually a lot of fun to watch, and the rivalries are some of the best you'll find anywhere. Hell, I think the Grey Cup has been played for well over 100 years now, about three times longer than the Super Bowl has.
