I believe it works as a lottery. They have balls in a bin, like bingo, and then they spin the little wheel and pull a ball out and that team gets the pick. So teams that finished lower have more balls in the bin, so technically they have a better chance of picking first. So technically a team could get the top 3 picks. It's an interesting concept. |
