As for wheres Bin Laden, I think the problem is they knew Saddam was in Iraq somewhere, it was impossible for him to leave the country and he knew it. However Bin Ladens different. Why do you think US and UK troops are still fighting in the Tora Bora region of Afghanistan? Its not City Slickers up there.

Also like D said the assumption that Al Queda would disband if Bin Laden was caught is ridiculous, Bin Laden is not the former of AQ hes just a prominent member. Someone else would just step into his place.
