I'd support it myself, but it would never work. Actually, the NFL is a strong enough league that they could easily support an NFL team in Toronto, but it would probably be pretty un-wise of them. If they're going anywhere it's Los Angeles. Football isn't hugely popular in Canada, and there are definitely a lot of old-fashioned folk who have beef with the NFL. The NFL right now is the perfect model of a sports league, they'd never do anything to throw it even a bit out of whack.

As for the Raptors, they're doing a lot better in Toronto than you seem to think. Toronto is a great sports city that supports all of its teams, and the fact that there is a whole country behind teams like the Jays and Raps means that they probably aren't going anywhere for a while. Vince Carter gets voted to the All-Star game every year as a starter, that's just indicative of how much support Toronto sports get.
