Canadian Stampede is easily the best PPV of 1997 (From any company) and an easy candidate for best PPV of all time. If you just take the average star rating of each match to find the star rating of the show, it without question beats out Wrestlemania 17.
It's a bit unfair to judge the best PPV like that considering the amount of matches on the card though.
