Waluigi is the off-shoot off-brand version of Luigi, the character introduced by Camelot in 2000's Mario Tennis to be Wario's doubles partner.
His name is actually a pun, just like Wario's. "Warui," in Japanese, means bad -- so, "Bad Luigi."
