If you are talking about the WWE specifically, I get what you are saying though the way they have structured their shows it is supposed to be:
TV Shows - developing characters, promos, building fueds and ultimately building towards the PPV
PPVs - paying off all the development and building, through matches
Granted that isn't the case all the time but whatever.
If you are talking about the business as a whole you are still quite off the mark. Hell, tune into ECW, they have about 5 minutes worth of talking and the rest of the show is all matches. There are plenty of alternatives out there on the independant scene too which are of course mostly matches than anything else.
Then again, I'm still not really sure what you point actually is...
